Revised Payment Service Directive (PSD2) and Strong Customer Authentication (SCA)

A new rule coming into effect on September 14, 2019, as part of the ‘Revised Payment Service Directive’ (PSD2 regulation) in Europe, will require changes to how customers in the European Union (EU) and European Economic Area (EA) authenticate online payments. Card payments will require a different user experience, namely 3D Secure, in order to meet SCA requirements. Transactions that don’t follow the new authentication guidelines may be declined by the customers’ bank.

RM Frobisher (1986) Ltd use ‘Stripe’ to process Debit and Credit Card payments. When you enter your details into the payment form Stripe use the information to determine your location and Bank. Your payment will then be routed through your Bank’s own secure authentication process. RM Frobisher (1986) Ltd have no control over this process.

As RM Frobisher (1986) Ltd’s products are in many cases a ‘One Off’ purchase and often for thousands of pounds we expect yourbBanks will query the payment. Often customers use a credit card reserved for occasional payments which can also contribute to a card authentication/payment being declined by the bank. There is little we can do about this other than ask for your patience. In most cases you will have to phone your bank and ask for the payment to be authorised. You may notice that this happens more often under the new PSD2/SCA system.

Data will be treated confidentially and will not be disclosed to external organisations, other than those acting as agents for the RM Frobisher (1986) Ltd on related projects or for other legitimate reasons. The data will be used, unless you tell us otherwise, for a full range of commercial and Business Engagement activities.
In practice this means you may be contacted via post, email or telephone with any of the following:

  • Information about the products you have purchased from us, or
  • marketing material relevant to your expressed interests.

Emails will be tracked and stored to ensure that we are better able to tailor our communications. You have the right to object to the use of your data for any of the above purposes by contacting us or at our Business Address (above). If you no longer wish to deal with us we will delete all data (other than any information we are required to keep for our tax records) if you request us to.

Company Name, Invoice / Delivery Address / Email addresses and telephone numbers of staff members. Information required for processing and invoicing orders.

Restriction of Use of Hazardous Substances (RoHS)

The Restriction of the use of Hazardous Substances (RoHS) directive came into operation in 2006. It bans the sale in the European Union of new electrical and electronic equipment containing more than agreed levels of lead, cadmium, mercury, hexavalent chromium, polybrominated biphenyl (PBB) and polybrominated diphenyl ether (PBDE) flame retardants.

As a responsible business, RM Frobisher (1986) Ltd is committed to recycling, minimising waste and limiting those operations which increase our carbon footprint. We comply fully with the RoHS, and WEEE regulations. We buy RoHS compliant components and keep a record of our suppliers’ RoHS policies. We offer an end of life collection point for WEEE products. We encourage our customers to dispose of unwanted equipment responsibly if they choose not to return them to us. We re-use all suitable boxes in packaging, while waste cardboard and paper are stored separately from general waste and taken to local recycling depots. We use returnable wooden packaging or recycable cardboard.

Business Users (B2B WEEE)

When supplying EEE which is intended for a business use RM Frobisher (1986) Ltd invokes regulation 9.2 and passes the obligations for recovery and environmentally sound disposal at end of life to the end user.
We have formed relationships with appropriate partners (in recycling, logistics and refurbishment) to ensure that we can provide a take back service for B2B end users for commercial reasons, which will be decided on a case for case basis. What are the WEEE regulations?

The Waste Electrical or Electronic Equipment (WEEE) Directive requires countries to maximise separate collection and environmentally friendly processing of these items. In the UK, distributors (including retailers) must provide a system which allows all customers buying new electrical equipment the opportunity to recycle their old items free of charge. Those establishing their own take-back scheme must, as a minimum, offer all customers buying new electrical equipment free take back of their old electrical equipment on a like-for-like basis.

Why recycle?

Unwanted electrical equipment is the UK’s fastest growing type of waste. Many electrical items can be repaired or recycled, saving natural resources and the environment. If you do not recycle, electrical equipment will end up in landfill where hazardous substances will leak out and cause soil and water contamination harming wildlife and also human health.

We can help

We are pleased to offer our non-busines customers the chance to recycle their old electrical items when purchasing a new item from us. To remind you that old electrical equipment can be recycled, it is now marked with a crossed-out wheeled bin symbol. Please do not throw any electrical equipment (including those marked with the crossed out wheeled bin symbol) in your bin.

Private Individuals (B2C WEEE)

If you’re buying new electrical equipment, we will recycle your old equipment for free.
RM Frobisher (1986) Ltd is obliged under these regulations to offer our customers free take-back of their WEEE on a like-for-like basis when they buy a new electrical or electronic product from us. For example, if you were to buy a new Resistance Meter from us we would accept your old Resistance Meter and prevent it going into a landfill site by disposing of it safely. However, you must return your WEEE item to us within 28 days of purchasing your new item. Send your item and copy of the invoice for your new item (remember you can only return old items within 28 days of purchasing the new one!) to

RM Frobisher (1986) Ltd does not import ‘articles’ from outside the European Union.  It does not import ‘articles’ in sufficent quantites to require it to register them under the REACH regulations or directives.
